TransmitFile() or something faster?

What is the fastest way to transfer a large amount of files between
two networked Windows 2000/3 systems? Should I be using
TransmitFile() and send each file? The FRS service is too slow and
the limits are too restrictive, so I need to write my own.

35 million files, 250,000 folders, 1500 GB.

Suggestions on way to write the fastest possible file replication
service for this many files?
