emails sent are not being received

Even though an email shows successfully sent in my sent
folder it often does not get to the recipient. This seems
to happen when I have outlook open, then get disconnected
from the internet. When I reconnect it to the internet
outlook sends the emails fine, but they often dont arrive
at the other end. I have to close outlook before
reconnecting then reopon outlook. Is this a problem with
my outlook, isp or web host who manage the emails for me.

once the email has left the Outbox and if u can see a copy in the sent items
the problem will mostly lie in the Server / ISP end.
