is movie maker available for windows 2000?

I can't find it anywhere, and the website's really unhelpful. do I need
windows xp before I can go ahead?

Yes, Movie Maker 2 is included.in Windows XP only.... if you get version 1
with it, it's a free download/upgrade.

If you have PowerPoint installed, you can use the free add on Microsoft
Producer.
