Placing graphic on top of a clip

Is there a way to have a picture place on top of a clip?

The feature isn't built into Movie Maker.... but if you want to get into
techie aspects of custom transitions, you can do something like what I did
on the monkey clip (see the Editing > Intro page of www.papajohn.org and
click on the image of the monkey). I have my book's cover as a logo in the
lower right.
