Default sound levels - video sound vs audio tracks

within a video, is there a way to fade music in and out between speaking sections downloaded with the video?

You need to split the clip on the timeline and adjust the volume of each
sub-clip.

Do what PapaJohn says to do then grab the audio timeline near the beginning and end of the audio clip. When a blue bar appears in the audio clip, you can then drag the audio into the adjacent clip creating a blue triangle that crossfades the audio in and out. To adjust the volume of the audio, right click on the audio clip and select the volume control from the menu.
