Default Ken Burns Effect Plug-in?


I know Microsoft Movie Maker doesn't have any Ken Burns Effect built into it... but is there a 3rd party plug-in I can download? Or a free software which I can download to acheive this effect?

My Editing > Video > Transitions and Effects pages has some info about
Pixelan. They produce various packages, including a pan/zoom one which gives
Ken Burns effects.
