Use a clip that has some extra frames. Set the playback indicator at the
point you want to end the movie, take a snapshot using MM2, then cut the
clip at that same point, discard the tail end of the cut clip, and drag the
new picture from the snapshot into the timeline after the clip. It'll be a
seamless transition from the video to the still picture. Drag the trim
handle of the still picture so it sits there as long as you want it to at
the end of the movie.
