XP - Home Edition

Hi All,
My XP machine now missing with START button and also taskbar.
I tried restoring to a previous day (By Ctrl-Alt-Del , msconfig ), which I
did few times earlier to fix such issue.
Now, its not opening the restore window ,when checked under the processes,
'rstrui.exe' is running.

Why my restore window is not coming up ?? Pls Advice
