Windows 98 and language packs

I use window xp with chinese simplified for MSN
messenger but a networked computer runs Win 98.
Using word I can use the IME and see it in the
tray ... but when messenger is active the chinese
options disappear and it can't be used. Is this
a bug in messenger; can the language options
(on an english language computer) only work
with XP (for messenger)?
