Restrict Messenger Usage?

I need to get some kids grades back up and they are chatting too much. My
router allows me to restrict their Internet access by time of day but I need
a tool to restrict their IM usage to a few specific hours a day. Is there a
tool in either XP or third party that will allow me to admin this?
