Default Trouble installing Windows XP Home on new system

When I try to install Windows XP SP1 on a brand new system it always hangs up
on the banner screen. I get through the setup screen and the system restarts
and I get the Windows XP banner screen with the scolling bar. The system
locks up and the bar stops moving after about 15 seconds. I have tried to
re-install several times: checked RAM,CPU,Fans with no success.

If this in fact a CLEAN install on a new system,
then your issue is undoubtedly hardware related.
Specific information about the system is needed.
What motherboard?
BIOS updated?
What kind of hard drive(s)?
IDE or SATA?
RAID controllers?
What display card / integrated display?
Are you using a hologram Microsoft XP SP1 CD?
