Default can't complete setup

Explorer would not work so I reinstalled the windows xp
home edition software. I got the following error message:
Windows could not start because the following file is
missing or corrupt \windows\system32\config\system. You
can attemp to repair this file by starting windows setup
using the original set up cd rom. select "r" at the first
screen to repair.

I also get the error "setup cannot locate the windows
installation you want to upgrade contact your system
administrator" HELP!
