Default Corrpt hard disk?

Hi there, I tried to install Windows XP the other day,
upgrading from 98, but a short while after it begins, It
tells me that the installation cannot continue due to my
hard drive being corrupt. It suggests running a scandisk to
allieviate the problem, but here is the trouble... Whenever
i try to run scandisk, i get the message informing me that
another program has changed the hard drive and scandisk has
been restarted 10 times, i get this message even when
running in safe mode. is there any hope of resolving this
without having to resort to a full format?

I would suggest performing a "clean install" of Windows XP.
