Display resizes in sleep mode and after reboot

I hope someone can help me. My display changes everytime the PC goes into sleep mode or reboots. The screen resolution does not change, the actual display size changes so that there is a 1 1/2" black boarder. If I change the resolution and hit apply, the screen goes full size. Then I change the resolution back to theprevious setting and the screen remains full size until the next sleep mode. I have resized the screen and rebooted in an effort to force the PC to "save me settings" to no avail
Another point which has pestered me int hepast is my inability to turn of the save your settings mode. I would like to get everything to where i want it, then freeze it so that if some goofy glitch happens I don't loose my wallpaper, screen resoultion etc,etc etc
