Movie Maker 2 does not install.

I'm running Windows XP HE, and I'm trying to burn a DVI
movie to a DVD-RW, but I cannot get Movie Maker 2 to
install. This is a known issue, but the workaround found
in followed article

us;825229 doesn't work.
I've tried deleting the files for Movie Maker and removie
all references fro mthe registry, but XP keeps recreating
the moviemk.exe file.
Has anyone tried this?
