Default Replacing Second HArd Drive

my HDrive on the secondary IDE cable went bad and I
powered down, and put in a brand new hard drive
-on the explorer, I can't see this new hard drive
- in MY COMPUTER>MANAGER>STORAGE>DISKMANAGMENT, I can see
the new drive listed at the bottom of the screen as
unallocated, I have 3 drive listed
Disk0 C: - this is my main drive NTFS
Disk1 0 - this is my new drive that I can't see, that is
listed as unallocatd
Disk3 X:-this is my smaller X, export drive

what steps should I take to get the new drive up and
running/recognized-sg
