Latest Service Packs Rquired for WHQL?

Does WHQL certification require the latest service packs to be installed?
(Win2K SP4 and WinXP SP1)

Yes, WHQL requires the latest OS Service Pack 90 days after it is released
for device submissions (system submissions it is just recommended).
