Smooth video now looks like web cam feed

Recently I had to wipe my hard drive and start over
because of a nast virus. After I had did this the video
I watch of my home movies that were once clear and smooth
now look like Im watching something from a web cam. It
also happens when Im on the internet and scroll, the
whole page just shifts instead of moving down in one
motion. Any help would be great.
