Default Unable to choose icon text colour

I'm trying to help out a friend with this and I can't come up with a
soloution

Windows XP will not let him change the colour of the icon text on his
desktop. He is trying to use a white wallpaper and the white text is
very difficult to see. He says Windows XP is stupid and won't let him
change it.

Windows says his video card is: VIA/S3G unichrome graphics

Any ideas?
