is it okay to delete the files in the windows temp folder?

Yes you can. If any of those files happen to be in use, you will receive a
message to that effect.

It is generally best to do this only after the computer has just been
booted up. So if the computer has been running for any length of
time you should shut down, restart and then "clean house".

The reason for this is that application and driver installs very often
put files into the temp folder pending a restart when they are
automatically moved to their intended final locations. If the files
are deleted before the computer is rebooted then it is possible that
whatever was recently installed or updated may not work properly
because not all of the proper files are present.
