Default Fax won't recognize Calling Card although Location is set.

I cannot get XP to use the selected Calling Card for the active Location. Using the Fax Wizard, I select the recip from the phone book, set the location, double check the calling info is correct under Properties, continue to complete the Wizard and when it dials, it just dials the number directly. I looked online for KB's and a fix, but found nothing. What am I missing?

If your Calling card settings are part of the per-user settings, you are out
of luck with Windows XP Fax. The XP Fax Service can only run under the
System account, so per-user settings are not available to it.
