Default Users cant add network printers

When i try to add printers from the network onto an
individual users computer i get an error that a policy is
effect to prevent this. The only way i found around this
is to add the printer under an administrators profile and
then log back in as the user and add the printer then. Is
there a certain policy that i can change so that the user
can add printers themselves.
