Greetings Frederik,

The 'Webcam' option is exactly what you'd think of a webcam, no audio (although you can add
audio by clicking the Audio version afterwards) and only opens on the one side of the person
using it (although the other person can click webcam as well and both will open). The
'Webcam' option uses software licensed from Logitech, does not make use of Universal Plug and
Play (UPnP) technology and image quality is somewhat better then the 'Video Conference'
option -- although the framerate is noticeably less. The Webcam option is available on all
versions of Windows.

The 'Video Conference' option is the same as 'Start Camera' in previous Messenger versions
and is only available on Windows XP. Video quality is somewhat lower, but it has a higher
framerate.

I'm not quite sure why you wouldn't be able to establish a 'Webcam' session, because unlike
the 'Video Conference' option, it actually can use a central server to "bounce" pictures back
and forth if it can't make a direct connection (it could be that the servers were busy when
you last tried).
