The ICF only blocks incoming traffic. Outgoing Remote Desktop connections should not be affected.

It could potentially be a security problem if in fact you are connected directly to the public
internet. I recommend either running ICF or a third-party personal firewall.

I'm trying to connect *to* the firewalled Windows XP machine.

Can I open specific ports in the firewall to allow me to connect to remote
desktop on that machine? How do I do this?
