George,
You are likely referring to "Power Meter Control Panel" component. However, you do not necessarily need the CPL. You can just use "xpepm -hibernate" to hibernate your image (assuming your target hardware supports the feature). Thanks, i have fixed it.
I add "power managemeng application" component first, but it doesn't work.
