Default Device installer works on XP but not XPe

I have an installer exe file that will install on a regular XP image but
not an XPe image. I have performed a depends on the exe file and I get
"No PE signature found. This file is not a valid Win32 module". This
'not a valid win32 module' is the error I get on the XPe side. I have
added all of the WMI installer components that I can find but no
success. Has anyone ran into this before?

Thanks.
