Can you make certain clips move in slow motion with Movie
Maker?

Yes, apply the Slow Down, Half effect to the clip to make it 1/2 speed. And
you can apply as many as 6 effects. So applying the Slow Down, Half effect 6
times can get it as slow as 1/64 speed.
