XPe compact flash boot hangs

XPe hangs on Windows greet screen when booting from compact flash. This is
after I ran my FBA on a hard disk partition fist and then copied over the
directories and files to the compact flash (bootpreped, ntfs, compressed
directories not ntdetect.dom or ntldr or boot.ini).

I have to run the FBA on the compact flash to get it to work (****ing
sucks).

My hard drive partition is smaller than the compact flash partition (about
10 mb smaller). In target designer my "boot partition size" is set to 500
MB (my compact flash is 512 MB).

This is really really ****ing me off.
