Default belgian keyboard

I am using the Dutch Language support. In the settings
tab, i can only select the Dutch keyboard layout. However
I want to use the Belgian (period) keyboard layout by
default. So I added these extra keyboard layouts to my
image. How can I configure my system that the Belgian
layout becomes the default ?
I tried to use a registry entry HKU\.default\keyboard
layout\preload with a key 1 = "00000813"
After the run of the FBA this key has a value
of "00000409", which is a US keyboard layout.

In the component "Regional and Language options" you can
configure all the defaults.

Hope this helps.
