This stops happening if you have a certain component not in your image, but
I can't offhand remember which one. My build does not come up with the start bar when explorer is started. I could if you want compare the two builds to work out which components could be responsible. I'm afraid that when I was trimming my build down I was in far too much of a hurry to take note of this sort of behaviour.
