Is there a way to disable the Start Bar and ALT-TAB completely?

This stops happening if you have a certain component not in your image, but
I can't offhand remember which one. My build does not come up with the start
bar when explorer is started. I could if you want compare the two builds to
work out which components could be responsible. I'm afraid that when I was
trimming my build down I was in far too much of a hurry to take note of this
sort of behaviour.

I'm using a command prompt shell but do have explorer.exe available for use
just as an application. When I start the app, the start bar appears.

I think even I too had struggled to get this done .However my custom
shell solved this problem.Im relaly curious to know if you can get to
know the component responsible.
