Installing QFE Error - QFE823980

I am evaluating XPE and have installed XPE SP1 evaluation version. So far, I
was able to build the platform and add a couple of drivers myself. However,
with the latest virus issues, I tried to install QFE823980 but got an
error - "A new platform object needs to be installed before this QFE....".
It suggests to go back to the Microsoft Embedded XP site to look for the
update but I couldn't find anything!!!

What do I miss? I thought that my XPE development platform is with SP1
already - unless I miss to run an additional procedure after the
installation from the CD.

If you read the instructions on the dowload page for the
QFE, it will tell you what to do.

Instructions
Important: This QFE requires "Repository look-up may
cause incorrect files to be copied" (Q811279) be
installed prior to this fix.

- Download Q823980_XPE_SP2_x86_ENU.exe from this page.
- Execute Q823980_XPE_SP2_x86_ENU.exe on a machine with
the Windows XP Embedded with Service Pack 1 tools
installed.

If all else fails, read the instructions
