Then the only other thing i can recommend at this point is to start looking
at the list below that ipsec service depends on to see if these are failing
or not configured properly:
ipsec driver
RPC
Tcp/IP Driver

Good catch Phil. There is no System File Protection in XPe, which is handled
by EWF when the runtime is sealed on the device. So schannel.dll wouldn't
have been protected when installing the app.
