It belongs to the Service Control Manager (SCM) component.
Off the TD Help:
The Service Control Manager (SCM) component is a generic service host process used to host various Windows services, including the
workstation, server, and DHCP client services. This component is required for these services to run, as no other component is able
to host these services.
Services
The workstation, server, and DHCP client require this component.

You can fnd this information by yourself using the Filter manager in TD.
