Are you using a custom kernel to remove the boot logos?

Problems like this one are almost always due to having inadvertently
disabled critical component such as session manager, user, gdi, etc..

Lastly, if you're using your old XPe-RTM slx, ensure you upgrade the
configuration within TD before building the runtime.
