Default where is streamci.dll?

I am trying to build and deploy a trivial XPe target system as both a learning
experience and a base for our future development. I followed the strategy in
one of the MSDN articles that uses the runtime environment provided by booting
XPe CD1 and sdimgr to write a system to the target's disk from a shared folder
on the development system. Then I booted this system and FBA started running
but it halted with the message that streamci.dll was missing. I went back to my
development system and used a filter to search for the component that includes
streamci.dll. When I use the Component DBMgr with this filter it tells me that
"Class Installer - Stream" is the needed component. However when I apply the
same filter in TD to find that component it is not found. I also noticed that
when I start TD it reports that there are 9949 components however when I start
Component DB Mgr it reports that there are 11786 components.

Since the component database is a centralized resource why is one tool saying
that there are 1800 fewer components than the other? More importantly, how can
I convince TD that the database contains "Class Installer - Stream" since it is
an essential component of my target system?

Use Tools->Options, Advanced tab and set Minimum visibility to 100. Even so
TD reports fewer components than the database manager but it will include
the one you are looking for. Unanswered questions in my mind are where are
the apparently still missing components in TD, why provide defaults that
accentuate the inconsistency, and was there any significant advantage in
having TD display 10-15% fewer components than the maximum it displays with
visibility 100?

Even with the minimum visibility set to 100 in the
component designer (which is as low as it'll let you go)
there are some components which aren't visible. You can
fix this by using regedit to search for 'minvisibility',
which appears in several places and can be set to anything
there. I have mine set to 1.
