Default Lines through all options on Start Menu

When I go to Start there are lines through all the options in the menu. Most
of the lines will disappear when I move the arrow over them more and more are
staying visible. Now I am getting lines in different parts of all display
windows.

Can anyone please help? Can't get help from Microsoft, keeps sending me
around in a circle.
Thanks

Make sure your graphics card is well seated, make sure there a good
connection at both ends of the cable, to monitor and to computer. Make sure
there is nothing too close too the monitor that might be generating a
magnetic or electromagnetic field. If everything checks out, check the
graphics card manufacturer's website for the latest XP compatible drivers.

If none of the above resolves it, if you have access to another monitor, try
connecting that to the system and see if you have the same issue, if not,
the monitor might be failing.
