Can I delete all account creating capabilities?

Is there any chance I can delete from a computer with Windows XP Home Edition
the account creating capabilities? To turn it off and make it impossible to
create accounts with passwords? Please let me know

If users other than yourself have limited accounts, they cannot create
accounts, any accounts, password protected or otherwise.
