desktop won't show,just background pic...help...

desktop comes up w/ just background pic on home pc.
no toolbar,icons,start button ,,,,nothing.
task manager will come up, shows nothing running.
window comes up and says 'browser cannot be found.'
waiting patiently at work computer.
