Firewall access

I wish to download a tax return program from the
Australian Taxation Office. I am told "To download the e-
tax software, access to http port 80 has to be allowed to
http://www.ato.gov.au. IP 203.202.41.1
For verification and lodgment - https via port 443 has to
be allowed to
https://verification.etax.ato.gov.au IP 203.202.41.156
https://lodgement.etax.ato.gov.au IP 203.202.41.155"

I went into Windows Firewall in Control Panel, clicked on
Advanced, then "Add Port..." Would it be right to say
that the "Name" required is http:www.ato.gov.au and the
port number is http port 80? This doesn't seem right
though, should I be putting the IP number somewhare?
