In additional to Stephen's suggestion, have you tweaked your Services on the
machine? There is at least one web site which suggests shutting things down
to "help" with gaming, but they don't tell you you're killing other
processes needed in normal operations. Check in Control
Panel/Administrative Tools/Services and make sure Cryptographic Service is
started and running. If you continue to have problems updating DirectX, you
should post to that newsgroup.
