What video card and drivers are you using? Since this sounds like a video
problem I would suggest getting the latest video card drivers and see if
that helps.

I recently installed this game on my machine with winxp
and it works great - I have an emachines 2gig cpu with 1
gig ram and on board s3 video which can use up to 32mb of
system memory - due to weak on board video the game was
choppy and less than great detail - I spent $50 for ATI
Radeon AGP card w 128mb ram and the differance is like
night and day - I was able to go into graphic setup in
nfshp2 and crank all sliders up to max and detail and
scenery in game are outstanding with no hints of
hesitation - I agree w kevin - check drivers if you have a
strong video card - If you have a marginal video card try
moving sliders down for less detail - if this cures
problem it confirms game is looking for more video card
than you have - good luck - don
