Default XP shows CPU speed less than actual in system properties

On control panel when looking at System properties the
CPU speed is shown as less that actual ( IBM T20 700
mhz ), what is also strange is that the cpu speed shown
varies - some times as low as 125 mhz upto 697.

The machine is running XP pro, and the hardware has the
latest bios update from IBM.

I have checked the CPU fan - and this is running fine so
I do not suspect throttling back on cpu speed due to over
heating.

Any pointers would be very much appriciated.

Cheers,,,,

Lots of laptop power management works by under-clockinng the
CPU to save power.

See IBMsspecs for your model.
