All of a sudden when I try to connect the line is either busy or dead. When I unplug the line from the jack and plug it back in the signal is fine. I share this line with a dediacated fax machine(shouldn't matter). This never happened before. Could it be the phone jack or hardware

Sounds more like a modem issue.
It is not releasing and returning to a wait state when you sign off.
