Default keyboard inop on first boot

I have a machine that I upgraded from 98se to XP Home,
since the upgrade the keyboard will not function on first
boot, it take two, sometimes three tries before the
keyboard will function.

Any ideas, this is getting frustrating!

Tried to boot into Safe Mode to see if the keyboard works on the first boot
(from cold)?

Tried to boot into Recovery Console mode to see if the keyboard works okay
there (without the GUI, drivers, and other stuff getting loaded)?

On the first [cold] boot, do you see the LEDs flash on your keyboard (which
is the reset signal that is supposed to get sent to all devices to
initialize them to a known state)?
