Default Problem formatting HD

I have got a 18.2GB SCSI which i have partitioned twice!

1 - 5GB
2 - 13GB

I used to keep all of my personal files and setup files on
here, but now i want to run my OS (Windows XP Pro) off it.

It tries to perform the format but fails saying
"System Partition is not allowed to be formatted."

How can I format this drive?

If you are formatting partition 1 then disk manager will
prevent attempts to format the boot partition.

You have the option to format during installation of XP
so that's the time to format the XP partition.
