Floppy locks up

Whenever I go to shut down my sytem anytime after using
the floppy drive. I get the floppy drive clicking and
freezing up the system at shut down.
If I shut down the system without using the floppy during
that session shut down is normal no problems.
Could this be a hardware or software problem ?
