VPN option disabled in Windows XP Service Pack 3

Hi,
Trying to setup a VPN on a laptop, I have all the details for the
connection, but when I go into the New Connection Wizard, Select to establish
a remote connection to my workplace, the option to setup a VPN is not there.

I've checked that the 3 services, Telephony, and 2 RAS services are running.
I've deleted Regitry entries 25/26 for PPP/RAS (suggestion on another forum
that I can't find
right now).

Nothing changes, the option is still greyed out.

Most of the documentation I've found about this specifically talks about
Service Pack 1, this is Service Pack 3 with all updates.
