Keyboard layout for login procedure

How can I define the keyboard layout which is used for the login procedure
in XPE? What I have seen it is always English, but I have different
keyboards and the users have to login on that keyboard. After the login
everything is OK because for each user the keyboard layout can be defined,
just for the login I am not able to set the appropriate keyboard. How can I
fix this problem?

Any ideas?

Georg,

you have to apply your settings to default user.
Go to Control Panel-> regional and language options -> Advanced
Select "Apply all settings to the current user account and to the
default user profile".
This should do the trick.
