Default How to create Outlook Express/Windows Mail (Vista) Add-ins?

I have been researching on how to create add-ins for Outlook 2007 using VSTO
using saying C# and VB.Net.

What about if I wanted to create an Add-in for Windows Mail/Outlook Express?
How would it be done?

OE has very little, you mostly have to hack things using Win32 APIs or use a
library from Nektra. I have no idea about Windows Mail but you'd probably be
better off for both applications asking in groups devoted to those products,
most of us here know nothing about them.
