Assuming you can see this message:

You will lose all restore information doing this, so a backup before you
proceed is a good idea.
Turn off System Restore for the partition you want to adjust and the
immovable files will go away.
Adjust the partition, then turn it back on.

Beyond that, there's not enough thread here to understand the situation.
